What is the testing strategy for the “LU-Alert” warning and information system?
The aim of the monthly testing strategy is to ensure the functionality of the various warning channels, to identify any areas for improvement and, above all, to public raise awareness of the use of the warning channels. The monthly testing strategy is a long-term one, designed to strengthen the population’s resilience for the event of an emergency or crisis situations that could have an impact on public security of safety.
The government’s testing strategy is based on the siren network tests that have been carried out for many years on the first Monday of every month at around midday. Considering the importance of ensuring that the public is aware and informed, the testing strategy of the siren network was extended a few years ago to other warning channels.
The testing strategy is being continued as part of the new “LU-Alert” warning and information system, so the monthly tests of the warning channels (Cell Broadcast, (CB), location-based SMS, (LB-SMS), the “LU-Alert” mobile application, the website lu-alert.lu and the sirens) will be maintained.
What should I do to receive test warnings on my mobile device?
You don't need to do anything to receive a test warning sent via location-based SMS. In fact, any person in the area to be warned, who is connected to a mobile phone relay antenna operated by a Luxembourg mobile network operator at the time the test warning is sent, will normally receive the message sent by location-based SMS.
To receive a test warning transmitted via Cell Broadcast (CB), you generally don't need to do anything. However, if the test alert is sent via the "LU Alert Test" alert level, which is normally disabled by default, you must explicitly enable it on your mobile device. You can do this as follows:
- Apple devices: In the notification settings (Settings → Notifications), activate "LU-Alert Test" in the "LU-Alert" section at the end of the settings options:
- Android devices: In the settings, activate "LU-Alert Test" in the "Security and Emergency → Wireless Emergency Alerts" section.
Due to the intrusive nature of cell broadcast warnings, some tests are being conducted at the LU-Alert Test alert level to reduce the impact on the population.
To receive a test warning on the “LU-Alert” mobile application, you must activate the “Test” alert level in the mobile application settings.
